In order to fulfil the priority objective of the ONCE Foundation, the ONCE and its Foundation have developed, throughout the years, different plans embodying a specific commitment to the creation of employment and training actions within an established time period.

  • The first Plan was put into action in 1997, the so-called “5,000/10,000 Plan”, whose objective was the creation of 5,000 job positions, as well as the implementation of 10,000 training actions for people with disabilities during the four years 1997 – 2000. The results of the plan exceeded the most optimistic expectations: the established targets were surpassed in the first two years (1997-1998).
  • In 1999 a second General Agreement was signed with the Spanish Government regarding Cooperation, Solidarity and Competitiveness for the stability of the ONCE’s future. In this agreement new social objectives were set in regard to training and employment for people with disabilities for the period 1999-2008 which were embodied in the so-called “20,000/40,000 Plan”. The objective of this plan was the creation of 20,000 job positions for people with disabilities and the implementation of 40,000 training actions. The ONCE Foundation undertook to create 13,000 job positions and to implement 18,000 training actions in the ten years 1999-2008. In the first five years of this Plan’s execution, the total number of job positions and occupational placements for people with disabilities, created as a result of the ONCE Foundation’s actions was 20,885, which went beyond the global objective that the ONCE Foundation Area had been assigned in the Plan. In the same period training actions were implemented that benefited 28,240 people with disabilities.
  • In 2004, in order to fulfil and execute the commitments made in regard to training and employment for blind people and people with other disabilities, with the Spanish Government in the General Agreement regarding Cooperation, Solidarity and Competitiveness for the stability of the ONCE’s future, the “ONCE Group 8,000/16,000 Plan” was approved regarding the creation of employment and training for blind people and people with other disabilities during the period 2004-2011. The objectives of this Plan are the creation of 8,000 new job positions for people with disabilities and occupational placements and the development of training courses in favour of 16,000 people with disabilities.

 

The 16,000/32,000 Plan

A year after approval of the 8,000/16,000 Plan, in 2005, and after evaluating the objectives reached, it was decided to replace said Plan, with the 16,000/32,000 Plan of the ONCE and its Foundation regarding  the creation of employment and training for people with disabilities in the period 2004-2011.

In the referred period, the ONCE and the ONCE Foundation are committed to creating, preferably in ordinary companies by means of labour mediation, 16,000 new job positions for people with disabilities and occupational placements and developing training courses in favour of 32,000 people with disabilities.

Within these global objectives, the ONCE Foundation is committed to:

  • The creation of 10,750 job positions.
  • The creation / consolidation of 4,300 occupational placements.
  • The training of 16,000 people with disabilities: 12,750 people with disabilities in occupational training and 3,250 in continuous training.

A fundamental change which takes place in the 8,000/16,000 Plan and continues in the 16,000/32,000 Plan must be highlighted: the commitment to employment creation encourages the stability of the employment, as in order to evaluate the degree of fulfilment of the employment creation objective the external jobs (outside of the ONCE and its Foundation) that exceed one year will be taken into account; with regards to internal jobs within the ONCE Foundation and its group of companies (FUNDOSA GROUP)  the net annual growth will be calculated. This change is due to the commitment of the ONCE and its Foundation in favour of quality in the employment of people with disabilities.

From January 2004 to December 2008 the results, with respect to the objectives set by the ONCE Foundation in the 16,000/32,000 Plan for the period 2004-2011, and according to the relevant audited reports, are as follows:

  • Objective to create 10,750 job positions for people with disabilities. Result achieved from January 2004 to December 2008, 10,163 job positions, which represents a degree of fulfilment, in five years of the Plan’s execution, of 94.5% of the global objective set for eight years.
  • Objective to create / consolidate 4,300 occupational placements for people with disabilities. Result achieved from January 2004 to December 2008, 4,279 occupational placements, which represents a degree of fulfilment, in five years of the Plan’s execution, of 99.5% of the global objective set for eight years.
  • Objective to train 16,000 people with disabilities. Result achieved from January 2004 to December 2008, 22,718 pupils with disabilities trained, which represents a degree of fulfilment, in five years of the Plan’s execution, of 142% of the global objective set for eight years.
